Navigating Military Life with Special Needs: Understanding EFMP

For military families who care for dependents with disabilities, unique challenges can arise. They might need tailored educational programs, particular medical attention, or specialized equipment to ensure their wellbeing. To address these needs, the military offers a comprehensive assistance program.

Introduction to the Exceptional Family Member Program (EFMP)

A key initiative designed to support these families is the Exceptional Family Member Program (EFMP). This program aims to maintain the quality of life for military families with dependents requiring specific medical or educational services. Active-duty personnel with dependents that have these unique needs are encouraged to enroll in EFMP. The initiative ensures that families are stationed where necessary resources and services are accessible.

The Core Benefits of EFMP

Managed by the Department of Defense, EFMP is a vital support system for over 100,000 service members across all military branches as of 2022. Its services include:

  • Linking families with crucial resources, including educational guides, legal assistance, and childcare.
  • Customizable support via in-person assistance and an extensive online resource library covering everything from financial planning to parenting advice.
  • Ensuring healthcare continuity during relocations.
  • Offering potential eligibility for priority housing arrangements.

Critically, participation in EFMP has been found to not adversely affect military career tracks.

Enrollment Criteria and Process

Eligibility for the EFMP encompasses dependents with long-term healthcare needs—such as those with asthma, diabetes, or more severe conditions requiring special education or therapeutic services. Eligibility extends to those needing accessible housing or service animals.

Registration is mandatory for eligible families, facilitating appropriate station assignments that consider the family's specific requirements. Documentation of the dependent's needs is a crucial part of this process, with a mandatory review every three years or upon condition changes.

Assignment and Family Support

The program carefully considers each family's unique needs during station assignments, striving to match them with locations where essential services are available, balancing the family's needs with military obligations.

At the heart of EFMP's mission is Family Support, which provides guidance through the program's processes, connects families to resources, and helps with advocacy. Most military installations feature a Family Support Center tasked with empowering and educating families about early intervention and local educational services.

The EFMP & Me online portal further enriches this support network, offering a tailor-made experience to help families understand and navigate the EFMP's offerings. This includes directories that help families identify educational and intervention services essential for making informed decisions during relocations.

Education and Respite Care

The program doesn't just stop at providing information. It also includes educational resources for families and EFMP staff via the DirectSTEP eCourses on various subjects, including special education laws and resources for autism spectrum disorder. Furthermore, EFMP provides respite care, offering families temporary relief from the responsibilities of caring for a dependent with special needs.
